Er. Dutta has held several esteemed positions in various organizations, primarily focusing on hydroelectric projects, showcasing a rich history of expertise in planning, design and dispute resolution. As the Senior Principal Consultant at Satluj Jal Vidyut Nigam Limited in Shimla, he led the investigation and planning for multiple Hydroelectric Projects (HEPs) and was instrumental in proposing cost reduction strategies and conducting design reviews. He was a Top-Level Expert (Consultant) at WAPCOS (India). He served as the Chairman of the Panel of Experts at HPPCL and as a Consultant, he provided layout and design consultancy across different hydropower initiatives.
As a Member of the Panel of Experts for New Projects at HPSEBL and Technical Advisor to the HP State Electricity Board Ltd, he advised on various aspects of project layout and design. Other roles like Member and later Director (Civil) at HP State Electricity Board Ltd involved oversight of projects under implementation. He also held significant engineering roles such as Chief Engineer and Additional Superintending Engineer, where he was responsible for managing design and construction aspects of major projects, including the Nathpa Jhakri (1500 MW) Underground Powerhouse Design Unit. Also, worked in international undertakings like the Tala Hydroelectric Project (1020 MW) in Bhutan.
He has published numerous papers across various fields, showcasing original concepts and practical solutions in hydraulics, tunneling, finance, planning, design, construction and optimization.
